This conference consists of a plenary session and four parallel sessions.
(II) Themes of the Plenary Session:
Shall governmental policies be preferential to science parks?
Government has sovereign rights of the integration, collection, dispatching and use of resources in a country. Facing so numerous and complicated social problems and conflicts, shall the government give preferential policies concerning its resources database to the building and development of science parks?
In your country, does the government have any special policies to support the building and development of science parks?
What kinds of policy support do science parks expect the government to provide?
People can get enlightenments from your supposition, problems and actual examples.
Can the management and operation of science parks become an industry?
With the constant development of modern society, industries have formed in every economic field, such as wireless communications, automobile manufacturing, chain hotel and chain supermarkets, etc. All of these are called as industries because they possess similar operation mode, management mode and profit mode, and have relevant industry standards and appraisal system.
With nearly 50 years of development, have science parks formed their own industry?
Have science parks had their own operation mode, management mode and profit mode?
Have science parks had their own industry standards and appraisal system?
How to make leaseholders feel meaningful to participate in the communication and activities in science parks?
Since the modern commercial society develops rapidly, everyone has a full time schedule. How can park managers create opportunities and environment to encourage busy CEOs to get to know other busy CEOs in the same building and park, and to meet each other, communicate and make friends in a comfortable environment?
We know that innovation starts from communication and share, and Asian culture values greatly face-to-face communication. Both friends and cooperation start from communication and mutual understanding, which result in plenty of valuable innovative ideas and business opportunities.
When you sincerely want to help you leaseholders, how do you respond to these answers:
I am too busy and I am sorry that I cannot take part in your activity
I am too busy to provide the data and statistical materials you need
I am very busy …
(III) Themes of the Parallel Sessions。
1) Science parks --- platform of resources integration
Joined enterprises have various requirements. The operators or administrating institutions of sciences parks can not meet all requirements of joined enterprises, and they need to integrate resources of society, government, colleges, and research institutions to serve the joined enterprises.
Share with us your relevant experience, successful examples, problems and solutions.
2) Enterprise network --- strength of joined enterprises union
IASP and ASPA have played an irreplaceable role in strengthening the communication and cooperation of managers of science parks. Based on this, it is another challenge for them to strengthen the communication among joined enterprises in a park.
How to make enterprises of the same trade in different parks get to know each other and cooperate with each other?
How to utilize modern network and communication technique to achieve this target more easily?
Who will be the initiator? Who will be the investor? Who will benefit? And who will pay the bill?
3) Operation mode of science parks --- discussion of social and economic benefits
Will the development and innovation services provided by science parks be valuable for enterprises? Will enterprises pay for these if they are valuable? Will it be possible for science parks to be for-profit commercial companies or institutions by providing innovative development services?
How can science parks help enterprises to realize sustainable development if they can not develop in a sustainable way?
Do science parks possess universal benefit mode?
Is it possible to commercialize science parks?
